Derwent Valley Council Recreation, Play and Open Space Strategy

• Specific issues that will be addressed include:

  • Trends and changing needs of the population 
  • Priorities for the development of play spaces and open space across the Council area
  • Opportunities to increase participation 
  • Sporting facility use charges
  • The acquisition of new open space and disposal of any surplus open space.
  • Open space contributions in new residential developments

• Why is Council doing this strategy?
   

  • Council has very limited funds for the development of its recreation facilities and open space so it is important that clear priorities are established to guide planning decisions, capital works and grant applications. 
     

  Council has determined that it needs to:

  • Document a cohesive and overarching approach to the development, maintenance, and acquisition of open space areas
  • Identify gaps and upgrade opportunities where open space is deemed ‘not fit for purpose'
  • Identify upgrades and developments to recreation, play and open spaces that consider quality, creative, nature-based play elements and access for all abilities 
  • Ensure council caters for all age groups, resulting in a well-designed, well-maintained open space network that allows all the community to socialize and build supportive networks.?
  • Prepare strategic principles and objectives to maximise the value of recreation assets.?
  • Develop a fair and equitable fees and charges system for clubs and user groups of Council facilities
  • Identify opportunities to improve the integration of public open space and development assessment, including a review of Council’s Contributions Policy.
